Started in 2008 by instructor Marty Hayes and Gila Hayes in Onalaska, Washington, the Network built its reputation on education rather than marketing: a book of several hundred pages, more than a dozen lectures from names like Massad Ayoob and Emanuel Kapelsohn, and a monthly journal with case commentary. Dues have historically run about $150 for the first year and $105 on renewal, with three year terms and discounted household members. Legal fees for members who use force in self-defense are paid from the Network's legal defense fund.
Since CCW Safe acquired the Network in July 2025, incident response is handled by CCW Safe's critical response team. New enrollment is now limited: the site directs most applicants to CCW Safe and cannot take dues from Washington residents. Best understood as a choice for New York and New Jersey members and for people who value the study materials.
