Proloquo2Go is a symbol based communication app from AssistiveWare, a small Dutch company that has sold it since 2009. It runs on iPhone, iPad and Apple Watch, works fully offline and is bought once, for a sum close to 250 dollars, with no subscription after that. The vocabulary comes ready made in three levels, from a screen with a few big buttons up to thousands of words, so the same purchase still fits the child years later. Voices include natural sounding kid voices, which matters to children who refuse to talk in an adult voice.
Best suited to a non speaking or barely speaking child who needs a real vocabulary, not a toy. As a gift it works when the family has already decided on AAC, otherwise the price stings. Android is out of luck, this is Apple only. Editing buttons and setting up shared access takes an evening of reading. Support replies by email seven days a week.
